Best All-Inclusive Resorts for Scuba Diving
Picked on the water first: whether the reef can be reached from shore or by a short boat ride, whether a PADI operation works from the property, and whether dives are included or charged separately. Places known for their diving, such as Cozumel, the Bay Islands, Bonaire and the Belize atolls, were preferred over mainland beach resorts that only have a dive desk.

Fiesta Americana Cozumel All Inclusive
Fiesta Americana sits on Cozumel's southwest coast, close to Palancar and the marine park's southern reefs. Guests climb down a ladder from the over-water sunbeds and are snorkeling straight away. The stay-and-dive packages bundle meals, transfers and boat dives, and divers rate them among the cheaper ways to dive Cozumel. There is no real sand beach, only a beach club, and some wings need renovating, so ask for a renovated room.

The Explorean Cozumel All Inclusive
The Explorean has only 56 rooms and is built around activity. Its PADI dive center runs two-tank boat dives at 8:00am and 2:30pm to Cozumel's walls and reefs, with night dives on Monday, Wednesday and Friday. You can snorkel straight off the dock onto live coral. Diving costs extra, but the daily guided excursions are included. The shoreline is rough limestone, so this isn't a resort for lying on the beach.

Zel Cozumel
Meliá Cozumel has one of the island's longer, calmer sand beaches, which matters if a non-diver is coming along. The reef is a kayak paddle or a short boat ride offshore, so you can't snorkel from the beach itself. An on-site PADI center runs the trips, but dive packages cost a little more than booking with a shop in San Miguel. Snorkel gear and kayaks are included.

Anse Chastanet
The reef starts about 10 yards off Anse Chastanet's beach, and the on-site five-star PADI center takes boats to the sites under the Pitons. There is no air conditioning and no pool, by design.

Sandals Royal Curaçao
Sandals Royal Curaçao includes up to two dives a day for certified divers, with gear, Newton boats and PADI guides, which is the main reason to choose it over Sandals' beach-focused islands. Boats reach Director's Bay, Tugboat and the Superior Producer wreck, and certified divers can join a Klein Curaçao trip. Non-certified guests get a free resort intro dive. It is couples-only, the beach is small, and Curaçao sits outside the main hurricane belt.

The Reef Beach Resort
The Reef Beach Resort is the only all-inclusive on Grand Cayman, and it sits on the quiet East End near some of the island's best wall diving. Ocean Frontiers, the dive operator based at the resort, runs two-tank boat trips, Try Dive and resort courses, and the PADI Bubblemaker and Seal Team programs for kids aged 8 to 11. You can snorkel the reef from the beach. Dives cost extra, and Seven Mile Beach is a long drive west.
